Besides, for admins to camp at spawn can be for a reason. It may not necessary be camping as in to gain most kills, its more or less observing and to prevent spawnkilling. I do it a lot of times, especially in surf_akai.
Jail2 in Legends is a common place to be, especially for those that can surf. It is a bonus point for those who have surfed right to the end on the third platform or the secret buttom for the first.

Jail 2 in legends is like top of jail or jailkill rooms on almost all surfmaps. Only real surfers can get there and it's not spawnkilling, reaching those places just gives you a bonus over players who can't surf that well, so its perfectly allowed.
