But yeah, "up to X% increase" is a great sales pitch since it's targeting most people. i5, i7, Core2, Phenom or Xenon means nothing to the majority of PC customers. 10~30% increased performance in various syntetic benchmarks have been found just between Core2Quad and i7 CPU's at similar clock speeds.

I get emails all the time from amazon, play, game etc and they all say in the title up to 75% off on movies, games and music. when you go you find like 1 item that is 75% from RRP and its shit.
