I don't know how the PC beta's work, but have you checked gamespy? they usually have some NA ones to give out.

So that would be a no, site looks pretty generic tbh. :<
I think they got permission from whoever was behind DotA to make this tho.
So it should be somewhat closer to the original then the other DotA clones out there.
